Deterrence used to require someone to threaten violence and someone else to
believe them. We have improved this by adding software until neither side can
say with confidence which person decided what.

A human approving doctrine is not the same thing as a human making the choice.
A human sitting in a room while a machine selects, classifies, escalates and
acts is not automatically "human control."

Machine-speed escalation does not become decent because a committee approved
the machine six months earlier.

If a weapon can kill faster than a person can meaningfully understand why it
is killing, stop calling the person the decision-maker.
