Ask any Seraph vendor whether one command can stop every unit and the answer gets very precise very quickly: deployment domains are segmented, authorization is layered, safety states are local, and no “single button” exists in the cartoon sense.
Fine. Now ask a different question: can a sufficiently privileged authority propagate a fleet-wide safety state across enough domains to matter?
We have no document proving the answer is yes. We have architecture, procurement language, emergency-management doctrine and common sense. Nobody puts millions of humanoid machines into public space without demanding a way to stop them at scale.
You really believe six million walking actuators have no OFF command because the OFF command is distributed across twelve menus?
Maybe the authority is harmless. Maybe it is not universal. Maybe it exists only as a patchwork of vendor and government controls. The conspiracy is not that somebody built a red button. The conspiracy is pretending central safety authority stops being central because lawyers renamed the button.
